Green River Community College is a two-year public college in Washington state that offers degrees/certificates in academic and professional technical programs, as well as courses in continuing education and developmental education. Located on 186 acres, Green River is committed to maintaining the ecological integrity of the main campus’s forested growth. In addition to the main Auburn Campus, Green River has two branch campuses and the Auburn Adult Education Center. The Enumclaw Campus is located in the historic downtown area of Enumclaw, just blocks from unique stores and eateries.  A core of about 120 full-time and 210 part-time faculty teach day and evening classes. FACILITIES DEPARTMENT

The Green River Community College's (GRCC) Facilities Department is responsible for physical plant operations of the Auburn campus (main campus) and three satellite locations at Kent Campus, Enumclaw Campus and Downtown Auburn Center consisting of 35 buildings totaling over 700,000 square feet and is situated on over 200 acres of land . The department also is administratively responsible for support and implementation of Capital Projects along with GRCC's Facilities Master Plan.

POSITION PURPOSE:

The Director of facilities provides an effective management and leadership framework for planning, directing, coordinating and improving services for the Facilities Department. This position has oversight of a staff of over 40 permanent and temporary positions consisting of staff for Building Maintenance, Site and Grounds Maintenance, Motorized Fleet Maintenance, Custodial Operations, Capital Project Operations, and Administrative Support who are employed to support the college’s missions and goals.

The position reports to the Vice President for Business Affairs.

 

The successful candidate for Director of Facilities will be an experienced and strategic leader with a proven record of management, a substantial understanding of technical issues related to facilities, and outstanding communication and presentation skills.

KEY RESPONSIBILITIES:

Leadership

  • Provide departmental leadership consistent with the mission and goals of the college.
  • Responsible for managing the Facilities staff and building a positive team environment that encourages future growth and advancement.
  • Promote teamwork, a bias free working environment, respect for differences, and support diversity objectives.
  • Develop and cultivate positive and professional relationships across all levels of projects through effective and respectful communication.
  • Foster a collaborative, supportive working relationship with other department heads.
  • Direct, coordinate and plan the integration of physical plant operations and capital development based on facility conditions, program needs and funding to forecast future needs and establish standards of operation.

Budget

  • Prepare and manage department annual operating budgets to ensure all transactions of allocated funds are recorded and utilized in accordance with established priorities.
  • Develop the biannual capital budget request as required by the State Board/Office of Financial Management process and in consultation with college planning groups and consultants. Ensure all transactions are recorded and managed in accordance with the Revised Code of Washington (RCWs)  and public works policies.

Capital and Operations

  • Coordinate the biannual Facilities Condition Survey in preparation for the Capital Request for the college.
  • Recognize and make final decisions regarding the building and grounds landscape aesthetics that create an atmosphere of a learning environment.
  • Representative for physical plant operations on the college's Emergency Operations Committee (EOC) whenever convened by the college president or representative.
  • Representative to the Washington State Community and Technical College’s Operations and Facilities Council (OFC).
  • Perform special assignments and related duties as may be directed by the Vice President for Business

MINIMUM QUALIFICATIONS

  • Any combination of education and experience equivalent to a Bachelor’s degree in engineering, architecture, facility management, or a related field plus (5) years of management and supervisory experience in facilities management, capital construction, maintenance and/or large-scale physical plant operations.
  • Ability to comprehend, analyze, and interpret complex business documents, drawings and specifications.
  • Experience in facilities management using a computerized Facilities Maintenance Management System (FMMS).
  • Understanding of computer based micro control systems for building controls, fire alarms, security, energy management, HVAC controls, etc.
  • Proficient in Microsoft Office Suite, and project management software
  • Work history that demonstrates a consistent progression of career growth, management skills, as well as accomplishments related to the processes and improvements of building maintenance, custodial services and grounds keeping.

  • Demonstrated successful experience leading and managing trades staff
  • Demonstrated ability to work effectively with a staff of various cultural and socioeconomic backgrounds
  • Demonstrated experience cultivating a strong team environment for achieving the goals of the organization.
  • Strong verbal and written communication skills

  • Thorough understanding of Scheduled Preventative Maintenance process and how it is applied in and Facilities Maintenance Management System (FMMS).
  • Experience in managing multiple budgets.
  • Experience working with the State of Washington Public Works environment.
  • Experience with design and construction of educational and/or institutional facilities.
  • Knowledge and understanding of American Disability Act rules and guidelines as they apply to design, construction and operations of physical plant facilities, site and infrastructure.
  • Familiarity and comfort managing operations and design to ensure sustainability.
  • Previous experience working in a union environment.

TERMS OF EMPLOYMENT

This is an exempt position with an annual salary of $82,956.Occasional work during evenings and weekends.  Occasional travel to off campus meetings. Position includes an excellent state benefits package: health and dental plans, option of participating in the State Board Retirement Plan (TIAA-CREF) or in the Washington State Department of Retirement Systems’ PERS 3 Plan or there may be other options available under limited circumstances, 24 vacation days per year, 11 paid holidays per year, and 12 sick days per year).  Other fringe benefits include tuition exemption, and on-campus fitness center and the ability to participate in voluntary deferred compensation programs, Guaranteed Tuition Program and a flexible spending account (FSA) program.
