Facilities Master Plan

Development Program

Introduction

Overview

The master plan is updated every two years to reflect state funding decisions, programmatic changes and evolving facilities conditions. Updates reflect projects that are underway or being planned over the next several years. They range from new construction to capital repairs and improvements, and are based on currently understood needs for buildings, infrastructure, and programs.

For detailed information on current building start, projected finish dates, estimated costs, funding sources, and project updates, refer to the GRCC Capital Projects

Recently Completed Projects:

The Bernie Bleha Performing Arts Center replaced the original PA building and was completed in spring 2003.

The Technology Center, funded as a growth project, was completed in spring 2005.

The Center provides a state-of-the-art training facility for aviation and information technology programs.

The Technology Center was the first stage of a master plan initiative to locate two new major buildings on the former athletic field close to the center of the main campus. The site is located adjacent to parking and accommodates a plan to include storm detention, landscaping, pathways and plaza provisions.  The Center is constructed using campus building standards, sustainable design and energy standards, and most importantly, a focused approach toward meeting the critical programmatic needs of the college.

Finally the Technology Center is directly adjacent to the new Science Center.

Kennelly Commons

The Kennelly Commons, developed on the site of the old Performing Arts building, provides a new central open space and focus for the campus. The project was completed in fall 2004.

Student Housing

New housing for students is located to the west of Parking Lot K. Campus Corner Apartments was completed in September 2004, in time for fall quarter occupancy. For information on student housing, please visit Campus Corner Apartments.

International Programs Office Building

The International Programs Office Building (IVD) replaced the original International Programs Office and is located southeast of the IVC building. This project was completed in fall 2004. For information on International Programs, visit International Programs

Kent Campus Phase I

Green River Community College opened a new 22,600 square foot classroom facility at Kent Station in downtown Kent in September, 2005.  The new GRCC Kent Campus is part of a $100 million mixed use retail and transit center bordering First and Fourth avenues, east of the Regional Justice Center.

Kent Campus will offer credit classes during both the day and evening, some of which will be integrated with distance learning. In addition to credit classes, the Kent Campus will host a variety of student services including registration, advising, COMPASS assessment, textbook sales, and library services.  Job skills training in a variety of business and computer skills, customized corporate training, and the Small Business Assistance Center will also be offered.

Projects in the Funding Pipeline: 2005 – 2011

2005-2007 Biennium, Projects Currently Under Construction:

Science Center

A new Science Building will replace the existing ST complex. The pre-design stage was completed in spring 2002, and the design and permit stage was completed in spring 2005. Construction began during summer 2005, with completion projected spring 2007. For the latest information visit Science Center.

2005-2007 Biennium, Projects in the Pre-Design and Design Phases

HS, SS, BI Complex Replacement: Pre-Design

The six buildings that comprise the HS complex (HSA, HSB, HSC, BI, SG and SS) were built in the late sixties and have exceeded their life cycles.  They are no longer able to support the instructional needs of the institution.

This replacement project is also responding to needs expressed in the college Instructional Plan. The plan identifies an overwhelming need for updated classroom space as well as faculty offices.

The new classroom building will consolidate classroom and office locations, enhancing the student experience.  The facility will match the quality of recently completed campus projects and will be designed and constructed to achieve a U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Silver rating.  The new facility will serve the Business, English, Fine Arts, Humanities, and Social Science Divisions.

The new facility will be built on the site of the existing ST complex, which is being replaced by the new science building. The ST complex and OEB will be removed at the beginning of the HS replacement construction phase. This location is ideally situated in the heart of campus, adjacent to the Science, Math and Technology complex to the south and the Rutkowski Learning Center and the Performing Arts buildings to the north.  Also, using the ST site reflects our desire to uphold the Master Plan Principle to preserve the natural environment of the campus through continuity of architecture and control/management of green and open spaces.

A larger building will enhance the Green River experience, creating gathering spaces for interaction between different building user groups, a key component of the Facilities Master Plan. The new facility will be approximately 68,000 gross square feet, an increase of 13,000 over the existing HS complex. The increase in square footage will allow for the replacement of undersized classrooms and labs.

A Pre-Design document was completed and submitted to the state in June of 2006 and with state funding, design and permitting will occur in 2007-2009, followed by construction in 2009-2011.

PE Building Design

The Physical Education Building was constructed in 1967.  Many of the building components are old and in disrepair and no longer serve the instructional needs of the college.  The building does not comply with modern life safety codes nor does it provide adequate access to students with disabilities.

The Physical Education Building has been identified in the Instructional Plan and the Facilities Master Plan as one of the College’s “core” buildings. The college foresees continued use of this building for physical education instruction.

The failure of key components of the building, inadequacy of program space for current instructional needs, and the life safety defects from the original construction cannot be ignored.  The severity of the need for building upgrades is supported by the 2005-2007 Facilities Condition Survey.

A comprehensive renovation of the Physical Education building will replace the failing infrastructure components; renovate facility spaces to meet current instructional, ADA, and Title IX compliance needs; and replace or augment life safety features of the building to ensure compliance with current codes.  The goal of the proposed renovation is to extend the useful life of the Physical Education building for at least another 30 years.

This renovation project will have a major impact on the delivery of instruction to a majority of Green River students.  All of the academic degrees as well as the college-awarded high school diplomas require fitness-related activities. In addition to classroom usage, the facility is used on an annual basis for commencement ceremonies in June, and the college’s Artist & Speaker series.  The college also rents the space to the community for large events or conferences.  GRCC strongly supports college athletic events and hosts conferences in basketball and volleyball as well as NWAAC Tournaments such as women’s volleyball.

Design and permitting will be completed by June of 2008. Construction will commence in June 2008, with completion scheduled for June 2009.  Some of the needed renovations will require closure of the major program areas for several months so planning will be required to limit the closure of the facility to the summer months.

Student Success Center Design

The Student Success Center will be created by adding to the existing OEA Building.  The existing building is 4,800 square feet.  This project would add approximately 5,000 square feet to the building, allowing adequate space for several critical college programs.

The GRCC Instructional Plan identifies space for instructional support services such as the Assessment and Testing Center and a new Welcome Center for new students. These programs will benefit from collaboration in a new location and student and faculty access will be improved.

The design and building permitting stage will occur July 2005 – June 2007 with construction to begin in summer 2007.
