POSITION PURPOSE:

The Fiscal Analyst 1 performs a variety of accounts-payable and travel-related functions while adhering to specific departmental processes and procedures.  Duties include reviewing and reconciling campus purchase card payments; processing travel and other employee reimbursements and advances; analyzing and interpreting state regulations and provide guidance to the campus community. The Fiscal Analyst 1 provides excellent customer service, responding regularly to inquiries in person, via e-mail and over the phone and works under general supervision of the Fiscal Analyst 3.

SPECIFIC DUTIES:

Travel Activities:

  • Issue Travel Requisition numbers to travel agencies upon receipt of properly executed Travel Authorization
  • Interpret and research Office of Financial Management regulations regarding travel and other accounts payable related functions and respond to campus requests for information
  • Communicate changes in reimbursable amounts to campus community
  • Audit and process travel expense vouchers
  • Track travel advances to ensure repayment
  • Analyze and clear Returned Travel Advance account

Accounts Payable Functions:

  • Process, log and create journal entries for bank wire transfers
  • Audit and process for payment employee out-of-pocket reimbursements
  • Download and pay State purchasing card statements
  • Create journal entry to charge purchasing card to correct accounts
  • Cross train on Fiscal Tech 2 desk to provide coverage in employee absence
  • Reimburse petty cash accounts and create journal entries
  • Communicate regularly with grants and contracts personnel regarding grant closing dates to ensure all outstanding invoices are included in the billing

Annual Tasks:

  • Prepare entries to record and liquidate encumbrances
  • Ensure all outstanding expenses are paid at year end, prior to closing accounts payable
  • Assist in archiving prior year documents
  • Assist with annual closing tasks in addition to regular duties during fiscal year end close (June 30 until complete, approximately July 31st).
  • Other duties as assigned.

WORKING CONDITIONS:

  • Must have the ability to sit for prolonged period of time at a desk/computer workstation.
  • Frequent repetitive arm, hand, and finger motions. 
  • Frequent use of computer and exposure to terminal screen in performing work assignments.
  • Work in a semi-open office setting with frequent interruptions. 
  • Be available for non-scheduled after hours.

MINIMUM QUALIFICATIONS:

  • Associate degree in accounting or related field or 3 years relevant accounting experience.
    • Accounting background/education to include the ability to analyze accounting transactions, accurately prepare financial reports and prepare entries to record or correct general ledger postings.
  • Proficient Microsoft Excel skills.
  • Excellent attention to detail and accuracy.

PREFERRED QUALIFICATIONS:

  • Proficient with Microsoft Access and Word.
  • Experience with Washington community college FMS financial systems.

TERMS OF EMPLOYMENT:  This is a 12-month per year, 40-hour per week, overtime-eligible position.  The position has a starting range of $2663.00 with periodic increments to $3459.00 per month.  Typical work schedule is Monday – Friday, however occasional evening and weekend work may be required.  Some travel may be required to branch campus locations.

A union shop agreement exists for this position which requires membership in the Washington Federation of State Employees within 30 days of hire.
