Green River Community College is a two-year public college in Washington state that offers degrees/certificates in academic and professional technical programs, as well as courses in continuing education and developmental education. GENERAL DESCRIPTION: 

The Human Resources Generalist - Recruiter supports Green River Community College’s goal of building internal capacity by partnering with internal and external clients in the efforts to strategically recruit and staff administrative, exempt, classified and full-time faculty positions. Responsible for the development, implementation, and effective use of the college’s online recruitment/staffing tool.  The position reports to the Human Resource Recruitment / Training Manager.

SPECIFIC DUTIES: 

Recruitment

  • Develops recruiting strategies and executes sourcing strategies which identifies both active and passive job seekers including sourcing for diverse candidates.
  • Strategically recruits utilizing on-line tools and available research methods to find effective contact information to build on comprehensive platforms to build qualified applicant pools. Effectively negotiates with advertising sources and search firms to set expectations for services and cost when required.
  • Responsible for pre-employment screening, communication to candidates and compliance responsibilities. Assist managers and panel members in final selection process.
  • Counsel employees/applicants in career development and job opportunities, in rules, policies, procedures and benefits, in completing job application materials and preparing and administering employment tests and interviews.
  • Personally build partnerships with community resources, especially diverse networks and groups to attract qualified and interested applicant pools.
  • Develops and maintains professional relationships with college and university placement offices, and professional societies as a course to generate qualified candidates. Represents the college at selected job fairs and other possible recruitment opportunities.
  • In a partnership with the Deans, develop recruiting strategies to effectively build qualified, diverse applicant pools for adjunct faculty positions.
  • Effectively build retention strategies for all employment groups.
  • Responsible for creation and update of human resources policies and procedures pertaining to recruiting and employment.
  • Responsible for NEOGOV customized development and implementation.
  • Participate in the design and implementation of the College's affirmative action plan goals
  • May also support classification review and analysis.
  • Other duties as requested to support the effective operations of the human resources office.

 

MINIMUM QUALIFICATIONS:

  • Bachelor's degree and two years experience in recruiting/staffing or equivalent education and experience

  • Knowledge of applicable local, state, and federal laws

  • Recruitment experience (creative/strategic talent sourcing, resume evaluation, candidate assessment and interviewing techniques) and prior experience using web-based/online recruitment tools

  • Proficient computer skills including Microsoft Office Suite and Outlook

  • Self starter that possesses the capacity to recognize what needs completed and take action

  • Attention to detail

  • Ability to balance multiple priorities and deadlines in a fast paced environment

  • Ability to exercise good judgment in safeguarding confidential or sensitive information

  • Ability to compose written materials for all levels of readership within and outside the institution

  • Ability to elicit people's cooperation and network

  • Ability to work independently and as a member of a team

PREFERRED QUALIFICATIONS:

  • PHR
  • Basic HTML experience

TERMS OF EMPLOYMENT:

This is a cyclic, 9 month per year, 40 hour per week, FLSA Exempt position.  Cyclic work schedule is September 16th through June 15th. Typical work week schedule is Monday - Friday, 8:00 AM to 5:00 PM.  The cyclic prorated salary range starts at $3,377 with periodic increment increases up to $4,429. Appointment may be increased in the future based on business needs. Occasionally hours will vary to meet business needs.

A union shop agreement exists for this position which requires membership in the Washington Federation of State Employees within 30 days of hire.

Appointment to the position includes a state benefits package of employer-paid health and dental plans, participation in a Washington State Department of Retirement Systems plan, sick leave, vacation, and paid holidays.  Other fringe benefits include tuition exemption, convenient daycare, and on-campus fitness center.
