High School Completion Resident 19+ yrs old - $12.00/credit plus fees

High School Completion Non-Resident 19+ yrs old - regular resident tuition rates apply

High School Completion International - regular contract tuition rates apply

High School Completion, age 18 and under, follow the resident tuition chart; not eligible for the high school completion tuition waiver.

Fees

Tuition and fees are set by the Washington State Legislature and are subject to change. Green River Community College reserves the right to change any of its fees or charges without notice.

Quarterly Registration Fees

Facilities Fee - $3.50 per credit, minimum $17.50 for 1-5 credits.

Special Services Fee - $0.50 per credit applied to all credits.

Student Center Fee - a flat $45.00. This fee was established by a student vote to cover the cost of a new student center.

Technology Fee - $5.00 per credit to a maximum of 12 credits. Not to exceed $60. This fee was established by a student vote to cover the cost of equipment, printing and tech support for the Technology Center.

Late Registration Fee - $35.00 will be assessed for each class after the 10th day of the quarter.

Space-Available Fees

Register on 4th day of quarter, space available basis. This waiver is not for students intending to use credits for increasing credentials or salary increases.

Washington State Employee - $52.99 per class plus class fees

Senior Citizen (60 years of age or older and a Washington resident) - $5.00 per class (2 class limit) plus college and class fees

Special Courses

Apprenticeship - $53.00/credit

Basic Skills - $25.00/quarter

Parent-Child Education - $16.00/credit

Residency Requirements

Criteria for Tuition Paying Purposes

The State of Washington has established specific criteria for students to qualify as residents for tuition paying purposes (references: RCW 28B.15 and WAC 250.18).

A resident student is one who is a US citizen, or has permanent or temporary resident status, or holds "Refugee-Parolee" or "Conditional Entrant" status with the United States Immigration and Naturalization Service or is otherwise permanently residing in the United States under color of law; and be either :

  1. Financially Independent Student: Have established a bona fide domicile in the state of Washington primarily for purposes other than education for a period of one year immediately before the first day of the quarter for which they have registered at any institution; and be financially independent.
  2. Financially Dependent Student: Be a dependent student with one or both of their parents or legal guardians having maintained a bona fide domicile in the state of Washington for at least one year immediately before the first day of the quarter for which they have registered at any institution.

Residency Reclassification:
To apply for residency reclassification students must submit the following information to Enrollment Services:

  • Residency Questionnaire
  • Required documentation to support independent or dependent status
  • Required documentation to support previous 12 months domicile in Washington

Students may apply for residency reclassification no later than the 30th calendar day of the quarter.

Refer to the Residency Reclassification Check List for complete details. Residency Questionnaires are available online, in Enrollment Services, or by calling 253-833-9111, ext. 2500.

Note these additional points:

  • Residence is not the equivalent of domicile only, must provide documentation supporting student’s financial independent or dependent status.
  • The domicile of a minor is normally that of the parents or legally appointed guardian.
  • International students attending Green River who have been issued an I-20 form are classified as non-resident regardless of length of residency in Washington State.

Active Duty Military and Washington National Guard
Active duty military stationed in Washington, their spouses and dependents; Washington National Guard members; spouse or dependent of National Guard if residence is Washington are eligible to pay resident tuition. Must submit copy of orders to Washington and military ID.

Nonresident waiver for United States citizens and INS Permanent Residents
The Washington State Board for Community and Technical Colleges has authorized the colleges to waive a portion of the nonresident tuition rate for United State citizens and INS Permanent residents who have not met the above criteria for in-state residency. Green River honors this automatic waiver at the time student makes application to the college.

HB-1079
Effective July 1, 2003, Washington state law was changed to make certain students who are not permanent residents or citizens of the United States eligible to pay resident tuition rates when they attend public colleges and universities in this state. To qualify, students who have met the following conditions must complete the Washington Higher Education Residency Affidavit/Declaration/Certification form and submit to Enrollment Services:

  • Resided in Washington State for the three (3) years immediately prior to receiving a high school diploma and completed the full senior year at a Washington high school,
  • Completed the equivalent of a high school diploma in Washington and resided in Washington State for the three (3) years immediately prior to receiving the equivalent of the diploma,
  • Continuously resided in the State since earning the high school diploma or its equivalent.

If you meet the above criteria, once you have an application for admission on file, submit a signed affidavit to Enrollment Services. The affidavit is available online or by calling 253-833-9111, ext. 2500.

Tuition Refunds

Withdrawal and Refund Policy for Credit Classes

The refund period for fall, winter and spring quarter is the first 15 calendar days of the quarter. It is the student's responsibility to withdraw from the college or from individual courses. Students must withdraw online or submit a withdrawal/change of schedule form to guarantee the accuracy of their permanent records and to begin refund procedures, when applicable. The student may receive a refund under the following conditions:

  • 100% refund of tuition & fees - when courses or programs are cancelled by the college.
  • 100% refund of tuition & fees - through the fifth instructional day of the quarter, when a student officially withdraws from class.
  • 40% refund of tuition only (no fees will be refunded after the 100% refunded period ends) - when official withdrawal occurs on the sixth instructional day of the quarter through the end of the refund period.
  • No refunds - after the 15th calendar day of the quarter.  The 15th calendar day is the end of the refund period.
  • Short term classes - 100% refund of tuition & fees - when official withdrawal occurs prior to or on the first day of class only.  Short-term classes are indicated by dates published with the class listing.
  • Refunds of less than ten dollars ($10.00) will not be made.
  • Appeals to the refund policy must be submitted to the Enrollment Services Office in written form with a Policy Exception Request, including supporting documentation.  Refund appeals must be received by Enrollment Services within one year of the quarter in question.
  • A separate refund policy applies to students receiving financial aid.  Tuition refunds must be returned to the financial aid account and not to the student.

A separate refund policy applies to students enrolled in continuing and community education non-credit classes.
